As Museveni struggles to make a cabinet list, for the first time in the history of his presidency, over the years there are people one would think would make a difference for this country and somehow you will never see them there, this time round.
1.I have seen speculations that Ramathan Ggoobi might make it to cabinet. That would be a fantastic choice in Ministry of Finance.
2.I have frequently thought that Don Wanyama should have taken over the information Ministry. But he was taken elsewhere.
3.I also think Balaam Barugahara should enter cabinet either at Minister of Investment level or inside Minister of Labour, with a particular state ministerial position on employment. That is if government wants to have real value in those two areas. Unemployment will overthrow government. It almost did in the last polls. It needs to be fixed. Balaam can handle.
4.Ian Clarke really should become a Minister. Government needs a central Monitoring and Evaluation function. Maybe he can be deployed at the Office of the Prime Minister, General Duties. That is where government business is coordinated.
5.Buganda needs a specific ministry. I think its issues need to be addressed. Hon. Judith Nabakooba could do this very well or Gen. Katumba Wamala. In fact each sub-region needs a specific ministry, with a minister particularly devoted to the issues of that sub-region and who must come from the area.
6.Moses Magogo, irrespective of his detractors, needs to take over sports state docket in cabinet. The first time Uganda will have someone who actually has been a summit level actor in sport, heading such a docket.
7.Kyagulanyi Robert Sentamu, should be named First Vice President, by constitutional amendment with a provision that he cannot be sacked. And we retain this for the leading contender at presidential level. He should have a number of those increasing cabinet positions apportioned to his movement.
