On August 15th, 2024, in exercise of powers conferred upon the President of the Republic of Uganda by Article 99 and 203 of the constitution, President Yoweri Kaguta Museveni appointed persons as Resident and Deputy Resident District Commissioners which changes left some individuals jubilating while others dropped.
In Kalangala District, the president appointed Hon. Fred Badda the former Bujumba county Member of Parliament to take on the helm of the district security as RDC, replacing Nalongo Eva Kwesiga who was transferred to Butalejja District as RDC.
The reshuffle also retained Mr. Henry Ssebunya as the Deputy Resident District Commissioner to deputise Hon. Badda, a position he has held since last year.
In their congratulatory messages powered on Kalangala’s most popular social group called “ Kalangala Agakagwaawo,” common citizens, political leaders, technocrats and members of the civil society jubilated upon Hon. Badda’s appointment whom they said his deployment is a testament of his exceptional leadership skills.
Mr. Henry Lubuulwa, the Kalangala Assistant Resident District Commissioner said Hon. Badda is the Best Kalangala has ever gotten.
“He understands Kalangala very well. Has been a leader for long a time and understands the peculiar challenges of the District. He adds up to our genuine quest for better service delivery. For Kalangala’s advocacy deserves someone with the experience and temperament to digest them.” Lubulwa said
Rtd. Captain Leon Lumaga, a concerned citizen in Kalangala District said Hon. Badda’s experience and unwavering determination is what Kalangala has always yearned for.
“Your deployment as RDC Kalangala is a testament to your exceptional leadership skills, experience and unwavering determination that Kalangala has always yearned for to have a very son of the soil who deeply understands the nity gritty challenges of our people from the grass-root.”
“Congratulations once again, here’s to the next chapter of your career filled with even greater passion, resilience. We shall accord you all the utmost support to serve our people diligently into the new leadership role.” Capt (Rtd) Lumaga said.
Mr. Willy Lugoloobi, the former Kalangala District boss said he is happy to have Hon. Badda in the District service.
“Congratulations Hon. Fred, we are so happy to have you in service of Kalangala District. May the almighty continue blessing you with wisdom and energy to serve. Mr. Henry Ssebunya, we are grateful for the committed and dedicated service to Kalangala.” Mr. Lugoboobi said.
In his message, Hon. Badda welcomed the kind words from Kalangala citizens whom he said they have been part of his journey.

Hon. Fred Badda was born in 1964 at Bumangi in Kalangala District. He went to a number of schools including Bukalasa Agricultural College. As a young graduate, he was recruited as an extension worker and Agricultural Assistant for Kalangala Districtin 1985.
Later on, Hon Fred Badda was elected as Member of Parliament for Bujumba County on the NRM ticket where he served in the 8th and 9th Parliament. His Tenure saw the introduction of Oil Palm farming in the District which has since then changed lives of thousands of Kalangala communities.
He left elective politics in 2016 and concentrated of Oil Palm farming and he is one of the known successful farmers in Ssese Islands based at Bumangi in Mugoye Sub county.
Other key RDCs that were appointed in greater Masaka region include; Lukka Kagenyi, Masaka City Deputy RCC in charge of Nyendo Mukungwe, Robert Kambugu as Deputy RDC Masaka District from Ntoroko, Hudu Hussein was retained as Masaka City RCC, Pax Kalema was retained as Bukomansimbi Deputy RDC, Sseruwagi Faizo was retained as Ssembabule Deputy RDC among others
Another appointment that excited Masaka residents was the appointment of Mr. Matia Mulindwa Kagugube as Deputy RDC Kibuku District after a long spell of expectations while supporting and mobilising for the NRM party in Masaka Sub region
