In order to enhance Value for Money and improve service delivery in the Karamoja Sub region, the Karamoja Anti-Corruption Coalition (KACC) team has decided to increase the use of digital technology for monitoring projects in Nabilatuk, Nakapiripirit, Moroto and Napak districts.
The digital tool that will be used for monitoring is the Contract Monitoring System (CMS).
The CMS is a tool developed by the Public Procurement and Disposal of Public Assets Authority (PPDA) for use by Civil Society Orgarnisations (CSOs).
PPDA with funding from GIZ developed the tool to improve public procurement outcomes and service delivery. Through the CMS, CSOs can document any shortcomings in contract implementation and directly engage with the relevant authorities to resolve issues in contracts implementation.
The decision to enhance the use of CMS was made by Karamoja Anti-Corruption Coalition (KACC) during the CMS review meeting organized by PPDA and GIZ at Mt Elgon Hotel in Mbale.
Over the past 14 months, KACC has digitally monitored more than 20 projects in health, infrastructure and education. KACC has an ongoing M.O.U with PPDA and also utilizes the Citizens Feedback Platform (CFP) managed by the Office of the Auditor General (OAG).
Sophia Lomongin, the Contracts Monitoring Officer stated, “we will do a refresher training for 40 Community Monitors to use the CMS.”
This was supported by the Executive Director of KACC, Dr. Ayub Mukisa who said,” The world has gone digital, and we need to assist our community monitors in using digital tools.” With funding from GIZ and the Royal Danish Embassy, KACC has trained over 40 monitors in the Karamoja districts on tools for monitoring.
