Yesterday October, 17, 3025, two government officials were arraigned before the Bududa Chief Magistrates Court on charges of mishandling Parish Development Model (PDM) funds. The suspects, Wakoko Kassim and Nakhaima Francis, now face serious allegations of corruption and deceit in Bududa District.
Wakoko Kassim, the Parish Chief of Bunandutu, is accused of defrauding millions of shillings from members of the Bunandutu PDM SACCO. According to the charge sheet, Wakoko allegedly lied to the beneficiaries, claiming that the money he collected was for processing their funds, yet this was not the case. As the proverb goes, “A lie has no legs,” Wakoko’s false pretenses were uncovered, leaving him to face justice.
On the other hand, Nakhaima Francis, a public servant, is accused of making false claims. Together with others still at large, Nakhaima is said to have registered people who were not actual beneficiaries of the Bumakita PDM SACCO. By filing false returns and incorrect financial statements, Nakhaima and the others betrayed their positions of trust. “When the shepherd becomes a wolf, the sheep are in danger.”
The court, after reviewing the evidence presented by the Anti-Graft Court, CID, and the Office of the Director of Public Prosecutions (DPP), remanded the two suspects to prison until November 5, 2024. As they await trial, the community hopes justice will be served. “The tree of justice may have deep roots, but its fruits will surely ripen in time.”
The incident has raised serious concerns about the management of PDM funds, with many calling for tighter oversight and accountability.
