In the latest political development, the abrupt sacking of Dorothy Kisaka, Executive Director of the Kampala Capital City Authority (KCCA), has stirred a wave of speculation across the country. Investigative journalist Solomon Sserwanjja has weighed in, offering his perspective on the matter.
Speaking on the issue, Sserwanjja stated that President Yoweri Museveni does not make decisions based on emotions, implying that Kisaka’s dismissal must have been the result of a larger, more complex set of circumstances. According to Sserwanjja, the president has been well aware of key challenges facing the city, such as the ongoing problems at Kiteezi Landfill, where waste management has been an unresolved issue for years.
“Kisaka’s removal might seem sudden to the public, but the issues must have been piling up behind the scenes,” Sserwanjja explained.
He emphasized that KCCA has long struggled with waste management, and Kiteezi remains a critical point of concern for the city. However, he cautioned that while the landfill issue is significant, Kisaka’s dismissal likely stems from deeper problems within the authority, which have not been fully revealed to the public.
“President Museveni is not someone who reacts impulsively,” Sserwanjja continued. “There must be something bigger at play, something that we cannot immediately see.”
Kisaka, who has been at the helm of KCCA since 2020, was instrumental in implementing various reforms aimed at improving service delivery in Kampala. However, her tenure has not been without challenges. Under her leadership, KCCA has faced criticism for failing to adequately address the city’s waste management crisis, traffic congestion, and other key urban issues.
While the exact reasons for her dismissal remain unclear, many analysts believe that the decision signals the president’s dissatisfaction with the overall performance of KCCA, particularly in addressing long-standing urban management issues.
