The State Minister for Finance (General Duties) Hon Henry Musasizi Aliganyira has made clarifications over a misconception in the public that the Parish Development Model is about hand-outs from government.
The PDM, a new intervention by Government to transform 39 percent of the poor population in Uganda to the money economy, has been poorly welcomed by some individuals in the public, all edging the PDM is merely a present to local people for voting the NRM Party, which is contrary.
“…. as the Minister responsible for Finance, I would like to take this opportunity to make the following clarification with respect to the widespread misconception that PDM is about distribution of hand-outs,”Hon Minister Musasizi said on Thursday while addressing elected leaders and civil servants in Rubanda district at Hotel Volcano at the launch of PDM in the district.
“The Goal of PDM is, “to increase household incomes and improve the quality of life of our people with special focus on the total transformation of subsistence households into the money economy”. Furthermore, through financial inclusion, we shall break the vicious cycle in which subsistence households are trapped i.e., low income, low savings, low investment, and low income,”Minister Musasizi added.
According to Hon Musasizi, Government of Uganda, effective next Financial Year 2022/23,shall capitalize every PDM SACCO at the parish with Ushs 100 million for on-lending to viable income generating activities in the Production, Processing, Marketing and Storage of agricultural products.
The Rubanda District Chairperson Mr Stephen Ampeire Kasyaba while speaking at the event called on all local leaders in the district to embrace the program, and revealed that he believed that it’s the only project that will transform the country.
The Deputy Resident District Commissioner for Rubanda Mr Eric Ssewandigi told local leaders that security and his office are ready to take action in case the PDM money was misused.
The Parish Development Model (PDM) is a Government strategy or approach for organizing and delivering Public and Private Sector interventions for wealth creation and employment generation at the Parish, as the lowest economic planning unit.
PDM is a multi-sectoral strategy to create socio-economic transformation by moving the 39% households still stuck in the subsistence economy, into the money economy, with the Parish/Ward as the epi-centre for planning, budgeting, service delivery and development.
