The Hoima Resident City Commissioner Badru Mugabi held an engagement meeting with the City Technical Planning Committee on service delivery gaps and remedial measures to address them.
Accompanied by the Deputy RCC Hoima West Division Muhoozi Michael and the Deputy RCC Hoima East Division Kasigazi William on their maiden official visit to the City administration, they met and addressed the TPC led by the City Clerk Ahimbisibwe Innocent.
Top on the agenda was review of the city annual budget, key capital investment priorities and budget performance as the finacial year is coming to an end.
Heads of department presented to the RCC all projects being undertaken and their completion status which is a precursor to the trio’s field monitoring visits yet to be undertaken.
He noted that delays in procurement will dearly cost the city service delivery if some project are not completed in time. Some of these projects whose procurement is still on going include fencing Karongo market and the City mortuary. Construction of one classroom block which is at 90% and assurance was given that they will be completed in time.
The RCC tasked the City Clerk to cause weekly review meetings for projects that are still under construction so that completion is achieved and paid off before end of the financial year.In the same regard, the RCC urged the City Clerk to expedite the process of warranting the recently released funds for projects under USMID so that work commences as soon as possible.
The RCC called for ensuring value for money as he will not tolerate any shoddy work in the City.
He highlighted the various government programs in the city and urged the texhnical officers to mobilize city residents to tap.
Mr. Mugabi noted that emyooga was not performing to his expectation where only Shs580million out of 1,840,000,000/= was so far disbursed to SACCOs amidst demand for the same money by SACCOs. He tasked Alice Ayesiga the focal person to support SACCOs in resolving the bottlenecks preventing them to access funds from MSC.
The RCC threatened to cause the arrest of the City Environment officer Kyamanywa Ronald after failing to present any single activity he has done in his sector despite the fact that he has received all funds as planned in the current Financial Year.
The meeting discussed modalities of enhancing service delivery, monitoring of all projects and the uptake of government funds meant to support the improvement of the livelihoods of city dwellers.
The RCC and his deputies are now set to embark on service delivery monitoring which will commence immediately.
