Police in Bukwo district are hunting for a man who allegedly defiled and impregnated his 13-year-old cousin.
The suspect, Alex Mutai, a resident of Suam town council allegedly raped, defiled and impregnated a minor from a banana plantation.
According to police reports, the suspect who committed the offense last year, was arrested and the matter proceeded to court but he was given bail.
Shortly after getting bail, Mutai allegedly escaped and left for Kenya where he is reportedly currently living and left the pregnant girl stuck with her mother.
Hashaka Mpimbaza, the Bukwo Resident District Commissioner said the security committee of the district resolved to have Mutai re-arrested on fresh charges of incest and defilement which were left out in the first charge sheet which was presented in court.
He said last week, the mother of the 13-year-old minor who has since given birth, pitched camp at his office demanding the arrest of the man and seeking justice.
The headteacher of Kabyoyoni Primary school, where the girl was a pupil before dropping out of school indicated to the RDC that the girl wants to go back to school but she is struggling to raise the young baby that she gave birth to.
Leaders and Civil Society Organizations in the region accuse key players in the Justice, Law and Order Sector including Magistrates and Police chiefs of receiving bribes to fix defilement cases out of court.
Shibah Namulindwa, ActionAid International Uganda Programmes Coordinator in Eastern Uganda, said the case is at the Kapchorwa Chief Magistrate’s Court but the police played foul with the file and hid some of the evidence to kill the case.
She said that initially, the mother of the minor reported three cases of defilement, rape and incest but police removed that of rape and incest which made it easy for the court to grant the suspect bail.
