The long wait for the new cabinet finally came to an end last night when President Yoweri Kaguta Museveni released the list of new Ministers with whom he will carry the nation forward.
In the new appointments were various shock developments with faces that were not expected to take up particular positions as per earlier speculations mainly within the media.
While appointing his new Ministers, Museveni seems to have largely based on individual, regional and organisational participation and contribution towards the January 14 general elections. This partly explains the appointment of Maj. Sarah Alupo as Vice President.
One particular organization that scooped big from the exercise is the Office of the NRM National Chairman [ONC] at Kyambogo. Here, Museveni named supreme head Milly Babirye Doka Babalanda Minister for the Presidency replacing Esther Mbayo.
Besides Babalanda, Coordinator for Kampala under the same office Hajjat Minsa Kabanda was made Minister for Kampala in the new reshuffle.
Earlier before, ONC Administrator Faruk Kirunda was appointed Presidential Press Secretary in the President’s press team shakeup.
Babalanda had earlier been a Senior Presidential Advisor on Political Affairs, a position she had held concurrently while serving at Kyambogo.
At Kyambogo, Babalanda will be remembered for putting up a formidable team that mobilised and coordinated Museveni’s electoral victory from all regions of the country. This was through the ONC coordinators established from regional to village levels throughout the country.
