The Covid-19 inter-Agency Security Joint Task Force (IAJTF) was formed last year in March under the National Security Council to give support to the ministry of health in combating the pandemic in Uganda.
The Chief of Staff Land Forces, Maj Gen Leopold Kyanda was appointed as head of operations and among his duties was to inspect key border posts that had recurring reports of non-compliance to COVID-19 guidelines issued by the government.
Gen Kyanda was too instrumental in fulfilling the task force duties.
However, while making his national address on the Covid-19 situation in Uganda on Sunday 6th June, President Yoweri Museveni Kaguta revealed that currently he needs new blood on the team and sent back his battled hardened soldier (Kyanda) plus his subordinates back to military duties.
“ I now appoint Maj Gen Lusoke to work with Dr. Monica Musenero to enforce these new directives. The other group of Maj Gen Kyanda was involved also but those should go back to the army because multiple things will cause confusion. So it’s now Lusoke, Musenero, these are the monitors and I authorize them to use the police and our cameras to see who is violating and then you take action,” Museveni said.
Sources also revealed that Maj Gen Kyanda’s group had been accused of human rights abuses in several reports by civil societies during the lockdown, especially in the Central and Northern regions.
