Rukiga District Council has passed the 2021/2022 financial year Budget amounting to Shs23,581,512,000.
The Budget read by the Rukiga District Vice Chairperson Kwarikunda Micheal Mbareeba has slightly increased by Shs581,512,000 from Shs23.5 billion in this financial year that will end in June 2021.
In the presentation made at Rukiga District Council Meeting hall on Thursday, Mbareeba revealed that the budget passed is in line with the 3rd National Development Plan and the work plan will focuss more on education, health and infrastructural development.
According to the allocations, education sector takes the lion share with 50% of the total Budget, while Administration is the second highest expenditure consuming 18% of the budget.
The breakdown further indicate that 14% of the Budget is allocated to Health, Production 9.2%, roads and engineering 2%, statutory 1.8%, Natural resources 0.7%, finance 0.6%, Community Based Services 0.3%,Planning 0.3%, Trade and Industry 0.2%, Internal Auditing 0.1%.
According to Mr. Mbareeba, funding for the budget will be through government transfers, donations and local revenue.
He said they expect a transfer of shs. 23,500,400,000 which is 97.8% from the central government, Local Revenue 285, 065,000 (1.2 %), while 246,015,000 (1%) will be donations.
Meanwhile, the Rukiga District outgoing LC.5 Chairperson Dr. Alexander Kampikaho asked the responsible authorities to exercise maximum transparency and accountability while implementing 2021/2022 financial year budget .
“I understand the resource envelope of our District is still low, but we must use the little we have in a transparent way. Make sure you are ready to produce full accountability for the expenditures because that is what you’re supposed to do,” he said.
Yesterday’s Council meeting was Rukiga District’s 5th since inception in 2017 and the last for this financial year.
