Despite the district being recorded as the worst district in regards to service deliver in the country by the ministry of local government in the 2018/19 financial year, the Rubanda district Chief Administrative Officer has said it’s the best in Kigezi region.
Contrary to the general perception that was laid in the media, our performance has not been bad. If you look at the general performance of other districts in Kigezi we believe that we are in the lead” CAO Muramira Aggrey said while briefing journalists at the district headquarters on Thursday evening.
According to the local government performance assessment report, the districts of Bukedea, Adjumani, Kumi, Butambala and Buikwe were the best 5 performers while districts like Kitgum, Buliisa and Rubanda were the worst performing district local governments.
Rubanda district is one of the newly created districts in the country that was curved out of Kabale.
Mr Muramira said the district was under staffed by 17% when the report was made.
“Rubanda at the time had the least staffing in the country, standing at 17% you can imagine where you need 100 but you only have 17 people. It was a significant shortfall. Actually the research was conducted shortly after the creation of the district and it was still structuring. Fortunately, now we are 79% level of staffing and we hope to surpass at the end of this financial year” Muramira added.
He also said the district staff had not been inducted how to make reports and thus made poor reports that led to poor results.
The district heads received a lot of criticism after the release of the report.
Hon. Henry Musasizi, the Rubanda East Member of Parliament accused the district head, Joggo Kenneth Biryabarema of being incapable, citing that he was solely responsible for the under performance.
