Member of Parliament Rose Akello Lilly has abandoned Kaabong District to represent Karenga, a newly created district.
Karenga was curved out of Kaabong.
Akello who was the district Woman Representative for Kaabong under the NRM party will now automatically represent the new district creating a vacancy in the former.
The Deputy Speaker of Parliament, Jacob Oulanyah who chaired the sitting of the House on Thursday quoted the Parliamentary Elections Act 8(5a) which allows a sitting Member of Parliament to choose either to remain in their constituency, or move to another which is curved out of the existing one.
“As required under article 82(2) of the constitution, Clerk has written to the Electoral Commission informing them of the vacancy in the district of Kaabong as occasioned by the choice made by Akello,” said Oulanyah.
The Shadow Minister of Justice and Constitutional Affairs also Busiro County East legislator, Medard Lubega Sseggona however, advised Parliament to put a veto on the Executive on creation of new districts.
He said creation of new districts causes unnecessary administrative costs.
“Notice is given that I intend to move a motion to freeze the creation of new districts,” said Sseggona.
He also said that whilst districts are being created, no corresponding increments are made in the judiciary.
“We strengthen the Executive and the legislature by providing MPs but we do not provide chief magistrates. Judges are not there; we get problems with backlogs and we create more backlogs.”
He explained that whereas the objective to create new districts is to strengthen and promote service delivery, the judiciary continues to limp.
