The ministry of Gender, Labour and Social Development is mandated to protect and promote disadvantaged people.
And one would imagine the Permanent Secretary of such ministry should be on the forefront of fighting for the rights of people with disabilities (PWDs). This is not the case with Mr Pius Bigirimana, who is on the spot for evicting hundreds of PWDs in Kira Municipality.
In a meeting in Kira, attended by education state minister Rose Seninde, PWDs reported Mr Bigirimana for forcing them off the land they have occupied for decades. The said land was donated to PWDs by the Kisosonkole family, who own large chunks of land in Kira.
PWDs say Bigirimana’s agents have attacked them at night and broke down their houses in the process.
Wagubi Mubarak, chairman of the PWDs said they have no where to run to since their protector had turned tormentor.
Seninde, also Wakiso district Women representative in Parliament, told the PWDs that she was going to throw her weight behind them to find justice, legally and politically.
“Even if it means mobilising, we shall do whatever it takes that you stay on this land,” she said.
Mr Bigirimana is one of the most powerful permanent secretaries. He joined the Ministry of Gender after he controversially left the Office of Prime Minister, which had been hit by a mega corruption scandal in billions of shillings.
