Following the successful orientation of district staff on the Result-Based Financing (RBF) program and the selection of eligible health facilities, the Ministry of Health is set to sign grant agreements with the district Local Government on Thursday at Hotel Africana.
Ministry of health is to run this programme with the support from World Bank and the Swedish International Development Agency (SIDA). The programme is to run in 83 districts in Uganda that have been scaled up institutionalise Result-Based Financing and is to run in a phased manner.
Result based financing model has been in operations in Uganda since 2015 introduced by a Belgian Development Agency Enabel, this model is designed to help people in poor countries live healthier lives by linking their incentives to results, especially maternal problems. It has been operating in west Nile and Western region where a lot of good results have realized through reduction in both maternal and child mortality rates.
According to Permanent Secretary Ministry of Health, Dr. Diana Atwine, the RBF will offer finances, one of the desired pillars Uganda needs to fight the huge disease burden that need to be addressed. Research shows that in the 32 districts where this model has been tried, there has been a lot of improvements in patient visits, increase in the number women choosing to give birth in health facilities since service delivery had improved since there was reduction in drug stock outs.
