President Yoweri Museveni has showed former IGP Gen. Kale Kayihura with praise for creating the Crime Preventers program during his tenure.
Museveni went ahead to describe Gen. Kayihura as a loyal cadre.
The president made the remarks while meeting over 3,000 crime preventers coordinators from various parts of Uganda at MTN Arena in Lugogo on Wednesday.
“I want to salute Kale Kayihura because as a loyal cadre, he actively implemented this program. He was doing it with the Army when he was CPC. But when he came to Police, he came with the same idea and actively implemented it,” said Museveni.
He also downplayed claims that the formulation of crime preventers was part of Kayihura’s project saying that the strategy of crime preventers is NRA’s strategy but not Kayihura’s.
“Anybody who had an idea that this was a Kayihura project, please, get it out of your head,” he noted adding, “the strategy of crime preventers is not a strategy of Kale Kayihura but a strategy of the NRA,”
In the same meeting, Museveni told crime preventers that he now regards them as a reserved army for Uganda People’s Defence Forces (UPDF).
“I now regard you as a reserve army for UPDF. My idea is to have a small army which is equipped but with a big reserve,” he said.
He further advised the Leadership of the National Crime Preventers Forum to meet the Chief of Defence Forces to streamline their role n combating crime.
