Eutaw Construction Company Country Coordinator Apolo Senkeeto who is being accused of defrauding government of shs24 billion has penned a tough missive to the Inspector General of Government (IGG) tasking her to investigate a company known as SBI instead of him or Eutaw in the Katosi road trial.
Senkeeto who is being tried alongside former Works Minister Abraham Byandala and ex- UNRA employees says instead of prosecuting him or Eutaw, the IGG should investigate SBI company which was contracted by UNRA to complete the construction of Mukono-Kyetume-Katosi/Kisoga- Nyenga Road.
He accuses the IGG of personally involved in the illegal termination of Eutaw’s contract after disregarding the Attorney General’s advise which was communicated through the solicitor General as well as disregarding the DPP’s stand in the matter.
According to his letter, Senketto states that after the illegal termination of Eutaw’s contract, UNRA together with the IGG handed over works to SBI, which works the company has failed to deliver after two years down the road despite having been paid upfront to the tune of shs350 billion for the road previously budgeted to cost shs162 billion.
“It is already past two years since SBI took over the road upgrade. The road was supposed to be handled over to UNRA within two years. However, the contractor has failed to deliver the Katosi road as promised, despite having been paid upfront to a tune of sh350 billion for the road previously budgeted to cost sh162 billion,” he partly states in the letter.
Senkeeto further tasks the IGG to follow the law and stop his prosecution since all the charges against him are trumped up.
“It is clear that Ugandans will expect you to be investigating this colossal loss instead of destroying the lives of innocent people you are prosecuting on trumped up charges. You should also investigate the person who paid USD 250,000 in Dubai which she used to buy a condo in the names of her daughter. This information in the hands of Eutaw will obviously dent your work as Inspector General of Government,” Senkeeto noted.
The aggrieved citizen now intends to petition parliament to constitute a special tribunal to investigate all the IGG’s actions in respect with Eutaw issue since her entire handling of the case has exposed an unprecedented incompetence which has led to a loss by government of over shs300 billion.
“The above and the entire handling of the Eutaw investigation by the Inspectorate of Government expose an unprecedented incompetence which has led to loss by government of over shs300 billion. In view of thus I intend to petition the parliament to constitute a special tribunal to investigate all your actions in respect of the Eutaw issue with a view to recommending to the president your removal from office in terms of section 5(1) (c) of the Inspectorate of Government Act, 2009,”
