This website can been reliably told that police chief Gen Kale Kayihura has promoted Emilian Kayima to full police spokesman.
Kayima replaces Assan Kasingye as the force’s mouthpiece as the police goes through numerous changes in its top management following the detention of some commanders a couple of days ago.
AIGP Kasingye who took over the position of spokesman in the aftermath of Andrew Felix Kaweesi’s death, according to information this website has received, will be concentrating on his other work as political commissar in the police.
Kayima has been spokesman for Kampala Metropolitan Police and is a soft spoken officer who has good rapport with the media.
The new police spokesman attended Makerere University where he studied his bachelors of education. He did his A level at St Henry’s Kitovu and O-Level at Bukalasa Minor Seminary in Masaka. Kayima made his mark in police as a defender of land rights in police’s lands department. He has written a book on land matters in Uganda.
