Your Excellency and Dear Brother,
It gives me great pleasure, on this occasionof your victory to extend to you, in behalf of the people and government of Uganda and indeed on my behalf, our very warm congratulations on your ‘re-election as President of the Republic of Rwanda, I had already congratulated you by phone on the 6th August ,2017.
Excellency, your re-election for a third term and landslide victory reflects the voice and will of the people of Rwanda. It is a clear testimony of trust , confidence and hope they have in you and your leadership. By you winning 99% of the votes counted , the people of Rwanda have spoken! I also congratulate them on their active participation in the electoral process and the peaceful conclusion of the elections.
Excellency, it should be recalled that the 1994 genocide in which an estimated 800,000 Rwandans died is permanently etched in history.
And yet, despite this dark episode, Rwanda has over the last two decades rebuilt itself into a stable nation and continues to register strong economic growth and development; thanks to your focused and able leadership. Further, Rwanda is now a key player on the regional, continental and international arena. Her engagements within the frameworks of the East Africa Community and African Union are commendable. These are among others, big achievements for Rwanda and Africa as a whole.
Excellency, as you are aware our two countries enjoy very warm bilateral and historical ties. My government and I look forward to continuing to work with you during your presidency to build this relationship to greater heights for the benefit of our peoples.
