Uganda People’s Defence Forces (UPDF) has confirmed arresting Lt. Colonel Richard Muhangi , the Commanding Officer of the 3rd Mountain Battalion under 2nd Division in Western Uganda for allegedly killing two civilians in Butungama sub county, Ntoroko district shoot out.
The shootout incident happened on Friday 23June, 2017, where two civilians were foundshot dead and the senior officer himself injured on the leg and arm.
The deceased were identified as Erasmus Irumba from Nyakasenyi and Siet Kanyoro from Budiba.
According to UPDF Spokesperson Brig Richard Karemire, the cause of the scuffle is still under investigation but preliminary information point to an operation by the security officers to apprehend would have been illegal arms buyers.
“Both Ntoroko District Police Commander and District InternalSecurity officer, who were with the commander at the time of the incident, have also been arrested,” said Karemire.
