Following the gruesome murder of the former Spokesperson of the Uganda Police Force, AIGP Andrew Felix Kaweesi , President Yoweri Museveni issued a policy statement to the effect that government is planning to install surveillance cameras in Kampala and other parts of the country.
However, the Lord Mayor of Kampala city, Erias Lukwago has come out to inform the central government that Kampala Capital City Authority (KCCA) doesn’t have money to install the CCTV cameras as it was ordered by Museveni.
According to a statement issued by Lukwago, the Directorate of Treasury Service on 15th March 2017 did not make ant provision for the procurement and installation of CCTV cameras.
“You are further aware that 1st and 2nd budget call circulars released by the ministry of Finance indicated that our MTEF Ceilings and entire budget allocations were drastically slashed down from UGX.563bn to UGX.314bn. It’s also on record that the budget Framework paper and the ministerial policy statement prepared in accordance with the Public Finance Management Act, Budget Act and S.49 OF KCCA Act presented to the Authority by the Directorate of Treasury Service on 15th March 2017 did not make ant provision for the procurement and installation of CCTV cameras,” Statement partly read.
“It is on that premise that I request the central government to guide and advise us on the availability of funds for the aforesaid facilities, in light of the acute budget cuts we have suffered this financial year
