Kampala Lord Mayor Erias Lukwago has dragged Minister for Kampala Beti Kamya, Executive Director Kampala Capital City Authority Jennifer Musisi, Attorney General and KCCA to High Court over his emoulments and salary arrears worth shs563.4 million.
Lukwago also wants court to declare the conduct of the respondents in continuing to freeze his emoluments without justification as improper in law.
He now wants court to compel Ms Musisi, the KCCA accounting officer, to implement the Authority resolutions of December 15th and January 10th for his emoluments to be paid without any further delay.
Through Lukwago and Company Advocates, the Lord Mayor argues that he was duly elected on 14th March/2011 and took oath of Office on 20/May/2011 , diligently executed his obligations amidst challenges, until May/2013 when some Authority Councilors, together with then Minister for Kampala, Frank Tumwebaze, commenced impeachment proceedings against him.
The impeachment of Lukwago was based on grounds of alleged incompetence, abuse of office and misconduct.
However the impeachment process was later declared null and void by High court Judge Lydia Mugambe, and the then Minister condemned for defying court orders that had stopped the said process.
Lukwago says this to date, Justice Mugambe’s order has never been set aside and that the 21-day single judge interim order by the deputy Chief Justice, Justice Steven Kavuma expired.
