Uganda’s oldest public University, Makerere University has come out to defend the MDD Diploma of struggling Rubaga South MP, Kato Lubwama.
Kato Lubwama was dragged to court by a one Habib Buwembo, a voter in the area demanding Lubwama to be kicked out of parliament over not possessing minimum academic qualification.
Buwembo alleged that Lubwama failed O’level exams so he demanded that the diploma he acquired at Makerere University be cancelled.
However, in a statement dated 11 January, 2017, Makerere University through M/S Nalukola, kakeeto advocates and solicitors, at its 17th meeting on 3 May , 1978, the university Admissions board received and considered a recommendation from the faculty of Arts Boards meeting and agreed that in addition to the normal University entrance requirement of A’level (for direct entry) or mature age entry into a two year Diploma in music , dance and drama, the course be extended to people who already committed to the performing Arts and have necessary experience and skills who can pass the entry examination set by the Department of Music, Dance and Drama.
“The 2002-2004 University prospectus further stated that unlike other programmes admission to the Diploma in Music, Dance and Drama through the special Entry Examination be open to all,” The University partly noted.
According to the Makerere University, the current regulation guiding the university special entry examination for Diploma programmes came into force in the year, 2008 when the Uganda National Council for Higher Education issued a statutory instrument No. 35 of 2008( Basic requirements and minimum standards for procurement of Education and training).
Last year in December, the High Court in Kampala granted permission to Buwembo to file an election petition challenging the academic qualification of his area MP Paul Kato Lubwama.
Justice Margaret Oguli Oumo found out that there was unchallenged evidence of fraud on court record. Kato Lubwama is said to have lied to the Electoral Commission that he passed O-level yet his Uganda Certificate of Education certificate was never registered with the Uganda Registration Services Bureau of Services.
