Former works and Transport minister,Abraham Byandala has again been named in influence peddling in various road projects when he was still serving as minister.
This is contained in the final report of the Uganda National Roads Authority(UNRA) commission of inquiry. The commission was appointed by President Yoweri Museveni last year and the high court judge Catherine Bamugemereire led a seven member tribunal to investigate the alleged mismanagement in UNRA from it’s inception to 2015.
The commission handed in its report in May this year,revealing that atleast shs 4 trillion was misappropriated in dubious deals notably through collusions between UNRA staff and the contractors.
According to the testimonials of former UNRA staff which are contained in the commission of inquiry report,Byandala in various occasions visited riad sites and directly got in touch with either evaluators of tenders or would call junior staff directly for information about the roads projects.
In some instances the report says Byandala personally ordered the removal of staff from UNRA contracts committee.
In 2015,Byandala was arrested and remanded to Luzira together with five others following investigations by the Office of the Inspectorate General of Government (IGG) over his alleged role in the
Mukono-Kyetume-Katosi/Kisoga-Nyenga Road saga,
where Government lost billions of shillings.
