Few police officers want to be deployed to control Dr Kizza Besigye and his supporters, Watchdog Uganda understands.

Two police officers speaking anonymously because they are not authorized to engage with the media say, police officers deployed to manage Dr Kizza Besigye’s activities are paying a high price for their efforts.

The officers say, “if Besigye is the source of our demotions or trial, how can we control him in the future. It is wrong to humiliate us like this.”

The reaction of the police officers comes at the time commanders the Inspector General of Police, Gen. Kale Kayihura, has removed commanders of the areas where Besigye most operates.

The commanders not only have endured insults and hate from the public for their actions but have also been verified in the process as Besigye’s crowds provoke them to unleash crowd control weapons.

The confrontations between Besigye’s supporters and the police officers, are dramatic that they are fodder for the news media.

Gen Kayihura today transferred or undeployed commanders including Kampala Metropolitan Police boss Abbas Byakagaba and his deputy Stephen Tanui. The two have been taken to Senior Command and Staff College as Commandant and deputy commandant respectively.

Samuel Bamuzibire, the KMP Field Force Unit commander and Moses Nanoka, the Wandegeya Division police commander; and Patrick Muhumuza, the KMP South operations commander, have also been taken away.

Frank Mwesigwa who has been commandant Police Training School, Kabalye in Masindi District is the new Kampala Metropolitan Police boss.  He will be deputised by Ezekiel Emitu, his deputy in the training school.

Byakagaba and Tanui have been sent to Senior Command and Staff College as Commandant and deputy commandant respectively.

The IGP also transferred Andrew Kaggwa, the commander of Kampala Metropolitan Police South as disciplinary proceedings against him are concluded. He is being accused of beating Dr Besigye supporters.

Samuel Bamuzibire, the KMP Field Force Unit commander, Moses Nanoka, the Wandegeya Division police commander and Patrick Muhumuza, the KMP South operations commander, have also been removed over Besigye.

In a rather strange move the commander of Kampala Central Police Station Aaron Baguma, has also been replaced by Joseph Bakaleke. Baguma was slapped a charge of murder against Donah Betty Katushabe.

Moses Kafeero, who has been the commandant of Senior Command and Staff College has been sent to Rwanda for a course while Michael Mugabi, who has been on a course, is now the commandant of Police Training School-Kabalye Masindi District.
