Brig Paul Lokech, a famous commander of the Ugandan contingent in Somalia has been named commander of the second division based in Mbarara, with key focus on the Rwenzori region.

Lokech replaces Peter Elwelu now christened ‘butcher of Kasese’ who was promoted to Major General and appointed Lands forces commander.
Lokech has been Military Attache in Moscow since the end of his tour of duty in Somalia which made him one of the most feared enemy of Alshabab.
Although Lokech is a good man, many questions are set to arise as to why President Museveni is sending the toughest commanders to handle Rwenzori, with wounds of Elwelu’s Kasese massacres still fresh in the minds of the Rwenzururu people.
