Christopher Katumba Kiggundu the Hoima District Police Commander has been transferred just hours to the area Woman Member of Parliament by-election.
The election is slated for today Thursday September 26, 2019.
Katumba is among the 66 senior officers who have been transferred in the latest police reshuffle.
According to Col Jesse Kamunanwire, the newly appointed Police Human Resource Director, Katumba who has been moved to the Environmental Protection Police Unit (EPPU) has been replaced with Martin Okoyo, who has been the Mubende District Police Commander.
Also moved is Hoima Community Liaison Officer (CLO) Faisal Magumba who has been transferred to Albertine region.
Opposition wary of heavy deployment:
Early this week, main opposition political party Forum for Democratic Change (FDC) said they were concerned with the heavy deployment of the military personnel that are walking in columns making Hoima municipality look like a battlefield.
“We think the intention is to intimidate especially people in rural parts of the district. The ruling National Resistance Movement (NRM) is using the security personnel especially military and the Electrol Commission (EC) to interfere with the voting process,” said Ibrahim Semujju Nganda, the party spokesperson in a weekly briefing on Monday.
The by-election is intended to fill the vacancy left behind by the former district woman MP Kaahwa Tophace Byagiira who crossed to represent the newly created Kikuube district. Pre-election indicators show this is a highly competitive by-election with only two candidates; FDC’s Asinansi Kamanda Nyakato and NRM’s Harriet Businge Mugenyi.
