The Lower Bugongi ward councilor in Kabale Municipality Emmanuel Niwagaba was on Wednesday arrested in an operation intended at recovering the Youth livelihood Funds.
Emmanuel Sentaro Byamugisha,the mayor Kabale municipality speaking to watchdog Uganda said since Youth Livelihood Program started in Kabale municipality in the 2014/15 financial year, Kabale municipality has received and distributed Shs415 million to different youth groups but only 50 million shillings has been recovered.
Peace Kiconco Kayabuki the Kabale municipality youth livelihood focal point person told our reporter that the operation intended at recovering the Funds is targeting 83 youth beneficiaries in Kabale municipality who have misused and defaulted the funds.
Kiconco said Niwagaba; the Chairperson of a ten member Kinyungusi Upper Saloon Project was arrested for failing to pay back Shs11 million, the group attained under the project in the 2017/2018 financial year. Kiconco added that the hunt for the rest of the group members who are currently at large is ongoing so that they are forced to pay back the funds.
The Kabale district Police Commander Brian Ampeire who confirmed the arrest says that Police was requested by the municipal authority to intervene in forcing the beneficiary youths to recover the funds. Ampeire says the operation is on going until all the culprits are arrested and forced to pay back the funds.
The Kabale district Youth Chairperson John Bosco Namara says that they will not just sit and keep quiet to watch government funds being defaulted. Namara warned the beneficiary youth against misuse of the funds or else they risk arrests and being charged in courts of law.
