A whistle blower has petitioned the Speaker of Parliament, Rebecca Kadaga to stop the Committee on Commissions, Statutory Authorities and State Enterprises (Cosase) from re-investigating Bank of Uganda.
Early this week, the Committee chairman Mubarak Munyagwa re-opened the probe into BoU’s closure of seven commercial banks despite being finalized and sealed off by his predecessor Abdu Katuntu.
On Tuesday, Munyagwa smuggled into the committee deputy governor Louis Kasekende, asking him about the auditing of BoU’s accounts and how the Central Bank has been operating for decades without an Accounting Officer.
He also sent him back to bring accounting documents after Bank of Uganda failed to account for over Shs470 billion injected into Crane Bank and blow away in less than six months.
However, according to our sources, it is alleged that the Kawempe South Member of Parliament is trying to play on the minds of fellow legislators, to give Dr Kasekende a chance to table accountability of Shs470 billion which BoU failed to account for during Katuntu’s probe period.
Since the Katuntu report was passed, some BoU officials have been working hard on undoing the ‘guilt’ created by their sloppy appearance before Katuntu’s chaired Cosase which showed the world how incompetent BoU managers were, and how carelessly they Crane Bank and six other banks.
Now, in a petition dated May 29, 2019, the whistleblower told the Speaker that it would be prudent if Cosase executes other institutions that belong to the committee other than stifling the operations of BoU especially that they have since selected a subcommittee headed by Kira Municipality MP Ibrahim Semujju Nganda.
“Rt Hon. Speaker, it should be brought to your attention that the same committee was having interaction with the BoU for three months plus. Observations, recommendations were made, awaiting Treasury memorandum for the Corrective actions to be taken,” the petition reads in part.
“It’s our humble appeal that you direct your committee to concentrate on other institutions other than interfering with the previous Committee observations and recommendations than wasting tax payers’ money on a single institution.”
The whistleblower also requested Kadaga to stop the Sub Committee selected by Cosase from interfering with BoU operations before a treasury memorandum is laid before parliament.
“Rt Hon Speaker, we request urgent action and guidance of your committee saves tax payers money and embarrassment of the Institution of Parliament.”
