Kale Kayihura, the former Inspector General of Police, is today set to appear before the General Court Martial in Makindye to answer to charges of unlawful authorisation of arms, and aiding the kidnap and illegal repatriation of Rwandans.
He is charged alongside seven others including former Flying Squad Commandant Herbert Muhangi, Director Crime Intelligence Col. Ndahura Atwooki and ASP Nickson Agasirwe. Others are Richard Ndaboine, Patrick Muramira, Jonas Ayebaza, and Abel Kitagenda.
Gen. Kayihura is accused of failing to protect war materials by issuing arms to unauthorised persons including Boda Boda 2010 members led by Abdullah Kitatta.
Prosecution led by Maj Raphael Mugisha says this happened between 2010 and 2018, while the kidnap and illegal repatriation of Rwandans Joel Mutabazi, Jackson Kalemera, and Innocent Kalisa were committed between 2012 and 2016.
Kayihura and group are also accused of having failed to give accountability of arms issued to specialized police units.
Whereas the former IGP is out on bail, his co-accused are on remand at Makindye Military barracks.
