Former head of commercial banks supervision at the Bank of Uganda, Justine Bagyenda, was caught on security camera taking out documents.
The head of security at BoU told Parliament on Tuesday that files were taken out of the bank inside a car belonging to Bagyenda.
Milton Opio was responding to a question from Committee on Commissions, Statutory Authorities and State Enterprises (Cosase) chair Mr Abdu Katuntu who inquired if he had heard of files disappeared from BoU.
“Yes we heard about the reports and when we checked the cameras, we saw a car belonging to Madam Bagyenda carrying bags of documents out.
He added, “Later, the bodyguard and driver of Madam Bagyenda returned the bags of documents back at Bank of Uganda.”
Mr Opio told the committee probing BoU sale of defunct banks, that by the time they got a search warrant Bagyenda had already travelled.
However, three bags were removed from BoU and only two were returned.
By the time these documents were taken out or replaced, Bagyenda was no longer a staff at the bank.
Cosase has found several glitches in the closure and disposal of banks, and BOU officials have looked shabby before the Parliament probe.
Bagyenda was supposed to appear before Cosase on November 23 but sneaked out of the country. This prompted the Katuntu to order her to appear on Tuesday November 27 without fail or face arrest. She however wrote another letter indicating that she will not appear before them since she was still abroad. Legislators are expected to order for her arrest.
