President Museveni sent some ling time serving permanent Secretaries home including foreign affairs’ James Mugume and Internal affairs’ Stephen Kagoda.

The president also transferred some big names including Rose Nassali from education and Asuman Lukwago from Health.

However, there’s a group you can say are untouchable.

However, there’s a group of permanent Secretaries that remained steadfast in their jobs either due to their strategic deployment in key ministries or they have kept their record intact.

Strategic permanent Secretaries include John Mitala, one of the longest serving public service permanent Secretaries and Secretary to the Cabinet.

The others are Keith Muhakanizi, the Secretary to the treasury who actually should be losing his job given the direction the economy is taking. There’s Pius Bigirimana in Gender, Labour and Social Development, where a lot of social development funds are staked and Rosette Byengoma, the permanent Secretary in Defence.

Lucy Nakyobe in State House remains one of the strongest Museveni’s lieutenants while Kagole Kivumbi remained in Judiciary largely because he has steered clear of scandals.
